Rare earth market update on November 12, 2025
The domestic rare earth market overall maintains a sideways operation. Under the background of increased inquiry and procurement enthusiasm from magnet material enterprises and strong reluctance among suppliers to sell while supporting prices, rare earth product prices basically fluctuate within a reasonable range. Today, praseodymium oxide, erbium oxide and dysprosium oxide prices are approximately RMB 575,000 per ton, RMB 338,000 per ton and RMB 1,560,000 per ton, respectively.
On the supply side, in the short term, influenced by relatively weak downstream demand, the growth rate of spot inventories in the market is relatively fast, but in the long term, constrained by factors such as long production cycles and declining mine grades, future spot supply increments in the market will be relatively limited.
On the demand side, short-term downstream demand performance remains relatively weak, but in the long term, future market demand is still expected to increase.
On the news front, on November 12, 2025, the Ministry of Commerce spokesperson answered reporters' questions regarding the U.S. pause on implementing export control penetration rules.
Q: The U.S. Bureau of Industry and Security published an announcement in the Federal Register stating that it will pause implementation of export control penetration rules for one year. What is the Ministry of Commerce's comment on this? Will it be extended after one year?
A: China has noted that the U.S. side announced a pause on implementing export control penetration rules from November 10, 2025 to November 9, 2026, meaning that during this period, affiliated enterprises holding more than 50% shares in entities listed on U.S. export control "Entity List" and other sanction lists will not be subject to the same additional export control sanctions due to penetration rules. This is an important measure by the U.S. to implement the consensus from the China-U.S. economic and trade consultations in Kuala Lumpur. Regarding arrangements after the one-year pause, both sides will continue discussions.
